In 2002, the National People’s Congress of China promulgated the Law of the People’s Republic of China on the Popularization of Science and Technology, which stipulates that “government at all levels [e.g., national, provincial, and municipal] should include the expenses for popularization of science and technology in financial budgeting . . . and, if conditions allow, include the construction of science centers and facilities in its urban and rural construction planning and basic construction schemes.” This is the legal source whereby public funding for the numerous science centers and museums in China is guaranteed.
